Not to be mistaken for Starbase 91-Lembatta, this starbase was originally a smaller outpost built in the 2200s in orbit of Lyonesse, a mid-sized oceanic planet orbiting the evolved red giant 2 Centauri. The starbase was a simple frontier outpost from 2297 to 2350 but was upgraded to an Earth Spacedock-type megaspool in the interest of stationing a fleet in the region to secure nearby colonies against Romulan incursions. While a few expeditions into space beyond the starbase occurred, these were mostly surface charting missions. Starbase 91 itself served as a centre for oceanographic and stellar research as well as observation of the coreward Alpha Quadrant.
As of 2420, Starbase 91 serves as the headquarters of the 103rd Exploratory Unit, under the command of RADM Taegan Quistra. This task force is undertaking a long-term exploratory mission of the space beyond the known frontier, with the intention of fully charting the outlying sectors, making contact with new species and discovering what lays between the Federation and the galactic core, while potentially discovering the relatively unknown space skipped over by USS
Voyager en route back to the Alpha Quadrant.

The still-extant original starbase remains in a distant orbit around Lyonesse but has been redesignated Lyonesse Observatory and operates mainly as an unmanned space telescope site, controlled remotely from Starbase 91.
